The legalization of casinos promises to bring a series of benefits, especially for Paraíba, where the creation of around 300,000 direct and indirect jobs is expected. This information is shared by Roosevelt Matias de Santana, a member of the National Executive for the Legalization of Casinos in Brazil.
On Wednesday, the 17th, the Senate's Committee on Constitution and Justice (CCJ) will vote on a bill that expands the types of gambling allowed in the country. Divided into 122 articles, the bill addresses issues such as the types of drawings that are not considered gambling, the operation of casinos and bingo halls, the legalization of animal "jogo do bicho" and online gambling, as well as allowing betting on horse racing.
The bill provides for the installation of casinos in tourist hubs or integrated leisure complexes, with specific limits per state. São Paulo, for example, could have up to three casinos, while Minas Gerais, Rio de Janeiro, Amazonas, and Pará would have the possibility of two. Gaming houses on maritime and river vessels would also be allowed. Each casino would need to prove a minimum social capital of R$100 million and could operate for 30 years.
In addition to casinos, the bill authorizes other types of games and bets, such as bingo, animal "jogo do bicho", online gambling, and horse racing bets. The exploration of these physical activities would depend on obtaining prior authorization from the public authorities.
The Ministry of Finance would be responsible for regulating the exploitation of games of mental skills, while the Union would have exclusive competence to formulate the policy for organizing the gaming and betting market, as well as to regulate, supervise, and oversee the exploitation of these activities in the country. Senator Irajá Silvestre Filho's (PSD-TO) report highlights the importance of regulating gambling, considering its economic relevance and the need for state supervision.
